I finally found a solution. I restarted my phone and on a guess turned off cellular data and tried App download with WiFi only. Worked like a charm. Loaded two new Apps to my iPhone in a matter of minutes. I suspect the iOS 11 security was blocking cellular data for some reason. In any event, WiFi alone does the trick.
